SCOPE OF PRACTICE

Illinois Chiropractors are licensed under the Medical Practices Act, which also includes Medical Doctors and Osteopaths. Illinois does not define chiropractic by statute except to state that Chiropractors are physicians licensed “to treat human ailments without the use of drugs and without the use of operative surgery”.

“Act” means the Medical Practice Act of 1987.

      

“Chiropractic Physician” means a person licensed to treat human ailments without the use of drugs and without operative surgery. Nothing in this Act shall be construed to prohibit a chiropractic physician from providing advice regarding the use of non-prescription products or from administering atmospheric oxygen.  Nothing in this Act shall be construed to authorized a chiropractic physician to prescribe drugs.

     

“Department” means the Department of Financial and Professional Regulation.

      

“Physician” means a person licensed under the Medical Practice Act to practice medicine in all of its branches or a chiropractic physician.

The Illinois Prairie State Chiropractic Association (IPSCA) has accepted the Scope of Practice as put forth by the Association of Chiropractic Colleges (ACC).

“Since human function is neurologically integrated, Doctors of Chiropractic evaluate and faclitate biomechanical and neuro-biological function and integrity through the use of appropriate conservative, diagnostic and chiropractic care procedures.

Therefore, direct access chiropractic care is integral to everyone’s health regimen.”

Illinois License Requirements

LICENSE TERM:   Triennial (3 years)

APPLICATION ACCOMPANYING DOCUMENTS:

  1. Fully completed
  2. Copy of chiropractic school
  3. Chiropractic education official transcript with school seal
  4. Official transcript of pre-requisite course work for chiropractic college from all colleges, directly from that school, with school seal
  5. Copy of marriage certificate if applicable to substantiate any name
  6. Work history since graduation from your chiropractic college to present.
  7. Proof of success completion of National Boards Part I, Part II, Part III and Part IV must be forwarded directly to the IDFPR from the NBCE. In requesting the NBCE to provide the required transcript of scores for Part I, Part II, Part III and Part IV, please submit the written request to NBCE with the following words written or typed on the transcript request letter or form: “I authorize the National Board to release all historical score (pass/fail) informationto the state of Illinois.”  The Illinois application form specifies this.
  8. Certification of Licensure if
  9. After the application has been received, processing time takes 6-9 weeks after the reception of all documentation, transcripts, etc. by the Board office. Note: 1/5999: After the application processing has occurred the applicant will be sent a two page addendum on child support topics to billed out and returned to the IDFPR. Once the IDFPR receives this information the license will be processed. NOTE: Warning on “Exam-doctor Status” “Exam-doctor status does not exist in Illinois.  Post graduate, prior to licensure DC’s even those licensed in other states may not take histories, perform x-rays, take blood pressure or temperatures, or in fact have any contact with patients. Even filling out insurance forms may not be performed if it involves any patient The past years supervising DC’s and their “exam-doctors” have gotten into trouble with the Illinois Medical Licensing Board for this offense.  The Board can and will prevent a DC from receiving a license for this offense.”

ELIGIBILITY: The following are criteria of eligibility:

  1. Must be in good moral character and have not engaged in any conduct or activities which would constitute grounds for discipline under Section 22 of the Act: Note, under personal history information on the application form, an applicant will disclose a certified copy of all court records, other than minor traffic violations); a copy of all police reports; a copy of any probation report and verification of completion of probation; a copy of any and all court
  2. Must be a US citizen or lawfully admitted
  3. Must have graduated from a CCE accredited chiropractic college; 11/2000, Information from application form page 2: “An applicant who is a matriculant, in a chiropractic college after September 1, 1969, must have completed a 2 year course of instruction in a liberal arts college, followed by a course of instruction in a chiropractic college in the treatment of human ailments, such as a pre-requisite to graduation there from, having been not less than 132 weeks in duration and shall have been completed within a period not less than 35 months, and such college of liberal arts and chiropractic college must have been approved by the Department. An applicant, who is a graduate of a US Chiropractic College after 8/1981, must graduate from a college fully accredited by the Commission on Accreditation of the Council on Chiropractic Education or its successor at time of graduation. Such graduates shall be considered to have met the minimum requirements, which shall be in addition to those requirements set forth in the Rules and Regulations promulgated by the The standards of education for an applicant who is a graduate of a chiropractic college in another country must be equivalent to the standards of education as set forth for chiropractic colleges located in the United States.
  4. Effective July 1, 2016, examinations for licensure to practice chiropractic shall be conducted in the English language and shall consist of the examination administered by the National Board of Chiropractic Examiners and shall consist of Part I, Part II, Part III and Part IV. Examinees must receive a score of at least 375 on all 4 parts of the examination. The NBCE exam is in lieu of a state
  5. Pursuant to Public Act 97-622 an individual applying for an initial license as a physician or a chiropractic physician shall submit to a State and FBI criminal history background
  • Applicants who reside in the State of Illinois must schedule an appointment with a fingerprinting vendor licensed by the The list of licensed fingerprint vendors is available on  the  IDFPR  website  at  https://www.idfpr.com/FPVendor.asp.  The licensed vendor must take the applicant’s fingerprints for submission to the State and the FBI. The electronic fingerprint information is initially transmitted from the licensed vendor to the Illinois State Police. A criminal history background check is then performed by the Illinois State Police and the FBI.  When completed, the Illinois State Police transmits the results of the applicant’s State and FBI criminal history background check to IDFPR. Fingerprint cards are not required for this process.
  • Applicants who reside in another state and are unable to schedule an appointment with a licensed fingerprint vendor may request a Fee Applicant Card for out-of-state fingerprinting. Fee Applicant Cards are issued by the Illinois State Police Bureau of Identification.   Please contact IDFPR at 1-800-560-6420 or email your request for a Fee Applicant Card to PRFGROUP05@illionois.gov. IDFPR will mail  one  (1)  Fee  Applicant  Care  and  one  (1)  Identity  Verification  Certifying Statement (Form OOS-FP) upon request.

CONTINUING EDUCATION:  Beginning with the July 31, 2002 renewal and every renewal there after, licensees will be required to complete 150 hours of CME (60 hours Category I and 90 hours Category II). Each licensee is responsible for maintaining records of completion of continuing education and shall be prepared to produce the records when requested by the Department. Of the 150 hours 1 hour must be completed in Sexual Harassment Prevention Training for the Employer and 1 hour of Mandated Reporter Training for Child and Elder Abuse (DCFS).

As of 01/2022,  NEW required courses must be included with the 150 hours of continuing education:

Implicit Bias Awareness Training 1 hour CE

Alzheimer’s Disease and Other Dementia Training 1 hour CE

Illinois License Renewal

Each licensee is responsible for maintaining records of completion of continuing education and shall be prepared to produce the records when requested by the Department. Of the 150 hours 1 hour must be completed in Sexual Harassment Prevention Training for the Employer and 1 hour of Mandated Reporter Training for Child and Elder Abuse (DCFS).

As of 01/2022 the IDPR have added the REQUIRED courses must be included with the 150 hours of continuing education:

Implicit Bias Awareness Training 1 hour CE

Alzheimer’s Disease and Other Dementia Training 1 hour CE

The Illinois Department of Financial and Professional Regulations has announced that effective the July 2017 renewal they will be implementing a new electronic license renewal notification process. There will NO LONGER be paper license renewal notifications distributed.

CHIROPRACTIC ASSISTANT

 

X-RAY TECHNICIAN

  • Under current Illinois law a Chiropractic Assistant may take x-rays upon passing a state issued examination given by the Department of Nuclear Safety (IDNS) and the ARRT.
  • Once a year the IPSCA gives doctors the opportunity to have their assistants trained to complete the examination and offers continuing education to those with current licenses.

 

ILLINOIS LIMITED LICENSED TECHNOLOGIST:

Chiropractic Assistants taking x-rays in the state of Illinois must pass a state issued exam given by the Department of Nuclear Safety (IDNS).  A chiropractic assistant must be accredited either in 1 of 2 categories:

  1. Full Medical or Chiropractic Radiography; this would be the people who were taking x-rays prior to regulation and were taking x-rays prior to regulation and were grandfathered in or those who have passed ACRRT exam, following appropriate schooling and have been certified by the IDNS.
  2. Limited Diagnostic Radiography, this involves the assistant to become a Student-In-Training, learns at a clinic and must pass a general x-ray exam and a specialty area(s) exam (spine, chest, extremities, or skull/sinuses) are the options.  Continuing education requirements – 12 hours every 2 years

 

LIMITED LICENSE CONTINUING EDUCATION:

All Illinois licensed Limited Radiographic Technicians are required to complete 12 hours of continuing education every 2 years to retain their license.  As being licensed through IEMA and the ARRT, you can go online and search “ARRT Category A courses” to complete the 12 hours necessary for license retention.  All credit hours must be ARRT Category A to be approved for Illinois Limited License continuing education hours.

It is the responsibility of the individual technician to keep proof of credits for up to 4 renewal periods, equivalent to 8 years.

  1. b) Continuing Education Requirements

All applicants for renewal of accreditation, regardless of the category or status of accreditation sought to be renewed, shall provide evidence of having participated in an approved program of continuing education as indicated below:

1)  The required effort in continuing education per year for each category of medical radiation technology, applicable to each year elapsed since the most recent date of issuance of accreditation, not to exceed 2 years beyond the expiration of the last accreditation, is as follows:

  • Radiography 12 units
  • Nuclear Medicine Technology 12units
  • Radiation Therapy Technology 12 units
  • Chiropractic Radiography 12 units
  • Limited Diagnostic Radiography 6 units
